White Elephant Gift Exchange ideas

Happy December, everyone! My hubby's side of the family have decided to have a White Elephant gift exchange at our family holiday celebration this year. We've already set a $25 limit, and we've said that the gift could be nice or funny. The age range of our family is 15 to 75 years old.

Have any of you participated in White Elephant gift exchanges? What rules do you use? Are people allowed to "steal" gifts from others? If so, how many times can one gift be "stolen"?

Also, what are some fun gift ideas? I thought I would bring one nice one and one funny one, but man... I'm stumped since I don't know who will actually receive the gifts.
 
We do it every year with the adults in our family :) (so it's 18 and up) favorite themes so far have been lotto and gift cards! Usually when we play it can only be "stolen" twice a turn but as many times as the game goes (so until the last person has their turn)
This year I am doing a "self care kit" for ours... So it's got eye patches, a foot mask (those wax ones you slip into), some hot tea and coffee, and a word find.... There are a LOT of cool ideas on Pinterest too!
 
I'm a "super practical" gift giver. I try to score some good black Friday sales every year. So it has been pillows, personal sized heated blankets, regular blankets, foot warmers, heating pads, neck pillows and gift cards for local pizza and taco shops. This year, it will be dipped apples from the Rocky Mountain Chocolate factory. When we do ours, it's 2 steals and it's claimed.
 
I have done one with my "lifelong friends" group, we set cost at $20 and can be anything. Past gifts I gave were mittens, wine, brownie in a pan and tea pot and mug. We follow a Christmas Gift Game story (lots of ideas on Pinterest) and do 2 steals then it is yours. We have always wanted to do the sock exchange but with the pandemic we have not gathered since 2019.
 
Thank you for the ideas! The party is tomorrow and I'm excited. We ended up getting a cheese board and an indoor snowball fight set. Ha. We also ordered a white elephant game from Amazon. Each person picks a card and the card tells you what to do. Some cards make you sing a Christmas Carol, some ask you trivia like naming all of Santa's reindeer. Hopefully, it will be well-received by the family! :)
 
The White Elephant game was a success. Most of the family brought nice or practical gifts. But the two funniest ones was a "redneck plunger" (imagine a toy rifle with a plunger on the end) and a tossed salad (it came with a bag of lettuce, a bag of carrots, whole tomatos and bell peppers, a bowl, and salad tongs). We had a lot of laughs!
