Shutterfly now has the "lay flat" feature upgrade. If that feature is desired and within your budget, then a bleed isn't really needed. I always print my top 115 layouts in one 12x12 Shutterfly book each year, and I just make sure that my journaling and favorite photos won't get lost the binding. If any of the edges of the pages get clipped, it's rarely enough to actually notice.
Oh... and as you build the Shutterfly book, you can select that your jpg fill the entire page OR you can select a Shutterfly template that leaves a white border around the jpg.
