PSE 21 Layers Question

I have been away from digi-scrapping for a while and have decided its time to get back to it! I purchased the new PSE 21 version as mine was super super old...I won't embarrass myself and tell you how old my version was! :( Anyway, I used to be able to select a layer on a template and drag a new item from the photo bin onto the layout and it would land right above my selected layer. Now it just lands wherever it wants which is super frustrating having to move it to where I want it. I'm hoping there is a quick fix for this...I have have Googled and searched with no luck. Is this just the way the new program works or is there a solution. Your help would be greatly appreciated!!
 
I was hoping someone would have come along and helped you by now. I do not have PSE21 but do have PSE15 but what you are doing works fine in it. I did a google search also and could not find anything to help you.

Here is a suggestion..... you do have the layer you want below where you want the item placed, selected ( highlighted in the layers panel)? ... if you on a windows computer hold CTRL ( or cmd on a mac) as you drag the item into the template.

Otherwise I hope someone else will come along and help you.
 
I have PSE14 and I tried to replicate what you're talking about. I opened a template and then a flower from a kit. I selected the area on the template so it would go on that layer.

I tried to drag the flower onto the template two ways. The first, dragging it from the photo bin, caused it to go to the center of the template- not where I wanted.

Then I tried dragging the flower from the Layers Panel and that put the flower where I wanted it to go.

I'm not sure if this will help in your version, but maybe give it a try.

With the newer versions, you have to drag it from the photo bin, hover your mouse over the spot in the work area, then let go. For example: If you were using a template and want to place the photo on the photo area, you would drag your photo into the layout (not the layers pallet) and release you mouse when you are above the photo area. You'll have to do the same with flowers and ribbons and etc. However, if dragging from the photo bin, each item will be centered on your page and you'll have to move it.

It's frustrating, I know. I went from PSE5 to PSE2020 when my computer crashed, and it took A LOT of getting used to. It's second nature to me now, but I kinda wanted to tear out my hair a year and a half ago. lol
 
Sorry I missed this! Lynn is right, sort of. I'm finding since I went to PSE15 and above that when working with templates getting the drag-and-drop to drop onto the desired layer is hit-or-miss. Sometimes it works and other times (more often) the element goes somewhere else. I do a lot of layer-moving! (Keyboard shortcut is to use CTRL/CMD>[ to move down the stack and CRTL/CMD>] to go up the stack.) What I've found works best for me is to turn visibility for all the layers ABOVE the layer I want to drop an item onto and then turning the visibility back on layer by layer greatly increases my odds of success. It's like Elements gets distracted by everything and can't figure out what it's supposed to be doing.

The centre-of-the-field thing has also been around since PSE15. I don't think Adobe realizes how many people use Elements for scrapbooking, or how messed up they've made the utility of it for scrapbooking.
 
I think I've figured out at least the layer arrangement part of this puzzle. If you move the "fist" icon that represents the Move tool until it's over the place marker for whatever is on the desired layer (flower, leaf, ribbon, button etc) and then let go of the mouse button it'll be on the correct layer. I played with it a lot last night and found it works every time. Still have to move it from the center but no more up-and-down-the stack!
