PSE 19 - Adding backgrounds

I just got PSE 19, and I'm trying to use it for the first time to work on the signature challenge. I've been googling, and figured out how to set my size to the correct one for the challenge, and to add the background to the photo bin, but can't figure out how to set it as the background I've been googling for the past 30 minutes, but can't seem to find it

To add papers and elements to your document -put your cursor on the item in the photo bin and then drag it up into the new document.
