Designer spotlight challenge rules. Help plz

It states to use 90% of blue scrap/luv ewe. Every site is different in what they consider a template. Some an outside template is 25% others don't count it at all. Soooo, if I use a template from another designer but everything else is all blue scraps/luv ewe, does that fit within the guidelines?

Part 2 applies to the daily download challenge. I haven't looked at the rules yet, but I'm sure its similar. I'm super excited to use the kits but want to follow the rules so I can get the awesome challenge reward
