Blue "Chats" box

Does anyone know how I can make the new "Chats" box disappear? Failing that, does anyone know how can I keep it from popping up every time someone comes online? This is a huge site with lots of members, and that little blue box constantly popping up is annoying, especially for people who have certain kinds of disabilities, like ADD, ADHD, fibromyalgia, etc. Thank you in advance for your help!

If you click the blue bar it should close it. But if you click the three little dots to the left of the bell, scroll down, you should be able to shut off Popup notifications.

I'm just testing this out, but here's what I found-

If you click on the blue chat box, it pops up and beside where it says "chats" are three dots. Click on that, then scroll down to where it says "Notifications" and unblock the circles.
