Help getting a shape to outline

OK, so I feel so stupid! I know about shapes and things in PS, but I can't see to draw a marque and have it slightly outline it. All I really want is a 1/8" circle outline on a full size regular paper. How do I do that? Also I line as well. Thanks!

You could make it a path and stroke the path. :) Or you could fill it, stroke it, put the stroke on it's own layer, and delete the fill. ;)
