I am assuming we cannot tilt or resize the pieces right, use as is in the arrangement we come up with? Also, the swirls are in ADDITION to the 7 elements for a total of 9 elements right? Is the border just along one edge, or border the whole layout?

No resizing of the pieces.
Feel free to tilt and rearrange as you would like.

The border can by anywhere you want and anyway you want. I used a frame as a border under my photos, so whatever you want is fine. You can even just put a border around one photo...
