Open PSE, then click file - new - blanc ... the which resolution ??? how many pixel for width, height ...

Oops I'm sorry I didn't see this sooner! Traditionally it's 300 dpi and 12"x12", some people go smaller though 8x8, 6x6 or 8.5x11. Hope that helps?

You should just have the one cut photo.
