I am assuming we cannot tilt or resize the pieces right, use as is in the arrangement we come up with? Also, the swirls are in ADDITION to the 7 elements for a total of 9 elements right? Is the border just along one edge, or border the whole layout?

The border can by anywhere you want and anyway you want. I used a frame as a border under my photos, so whatever you want is fine. :) You can even just put a border around one photo...
