I don't understand what the heck is wrong with my brain

I cannot, for the life of me, get how to do the "Out of Bounds" effect. IT'S DRIVING ME INSANE. It shouldn't be this difficult. I try to follow the step by step exactly and it is not working and I am going bonkers to the point of throwing my hands in the air and walking away from the computer.

what part are you having trouble with? when I've done it, I frame the photo and erase the parts that aren't in the frame or part of the OOB item

Depending on the picture and the background, I usually duplicate the photo, bring it above the layer that I want it to be above, and quick select the area's that I don't want and delete those.
